Supporting Canada’s Future Aircrew Training Program

Commerce Decisions, has secured a strategically important contract with the Government of Canada to support the procurement process on the Future Aircrew Training (FAcT) program. FAcT, one of Canada’s largest ever services contracts, has been initiated to develop and implement a relevant, cost-effective, flexible and efficient aircrew training program to meet the future requirements of the Canadian Armed Forces.

Commerce Decisions will support the design, definition and implementation of a robust assessment process to select Canada’s FAcT program service delivery provider. In delivering that capability, Commerce Decisions will leverage its unrivalled experience, in-depth subject matter expertise, proven methodologies – including Structured Criteria Development (SCD) and Real Value for Money (RVfM) – and market leading technology, AWARD®.

As outlined in Canada’s defence policy, Strong, Secure, Engaged, the Department of National Defence (DND) must maintain a multi-purpose, combat capable air force. Through an open and transparent competition, the Government of Canada is taking the necessary steps to renew its existing aircrew training services. The service must meet the unique challenges of the Canadian environment and exploit technical advances to maintain relevant and cost-effective training.

The contract was awarded via the DND TSPS Supply Arrangement (Task and Solutions Professional Services), following a competitive bidding process.

The Future Aircrew Training (FAcT) Program is being run by the Royal Canadian Air Force (RCAF), the Department of National Defence (DND), Public Services and Procurement Canada (PSPC), and Innovation, Science and Economic Development (ISED). The aircrew training services it will deliver include classroom instruction, simulator and flight training, as well as numerous on-site support activities. The program will include delivery of aircrew training for pilots, air combat systems officers and airborne electronic sensor operators.
